The two founding meetings of the journal to be called MonTI were held in January and February, 2007. In attendance were members of the Translation and Interpreting Department of the University of Alicante, of the Translation and Communication Department of the University Jaume I and of the French and Italian, English and German, and Language and Communication Sciences Departments of the University of Valencia. In said meetings, the following mission statement and agreements were adopted after having been ratified by each institution. These agreements, together with some minor modifications which have been deemed necessary to guarantee the optimal working of the journal, are the following:
MonTI is a scholarly, peer-reviewed international journal promoted by the Valencian public universities with translation and interpreting degrees (University of Alicante, University Jaume I of Castellón and University of Valencia). First and foremost, this journal mainly aims at providing in-depth analyses of issues related to our interdisciplinary field of study. This will be accomplished through monographs that will meet the standards of scientific rigour, debate and plurality.
There are already many academic journals on Translation and Interpreting edited both in Spain and abroad. This is the reason why we wish our project to find its own different place within the field and to reach high standards of rigour leading to prominent levels of quality. Therefore, editing a miscellaneous journal along the lines of the vast majority of the existing ones probably would not be as interesting an idea as aiming at a specialized publication with its own easily identifiable personality.
It appears to be obvious that contributions from professors and PhD students of the aforesaid universities should be limited in every issue in order to avoid a self-centred use of the journal and the loss of prestige arising from it. On the contrary, we consider that this publication should strive for a significant level of international impact given the increasing global academic interaction, the multilingual essence of our field of study and the current possibilities offered by information and communication technologies.
Bearing in mind these approaches and aims, the following agreements concerning the management and the editorial policy of the journal were reached:
I. NATURE OF THE JOURNAL
I.1. The translation and interpreting professors and researchers at the University Jaume I of Castellón, University of Valencia and University of Alicante intend to publish a journal of high scientific quality targeting our field of study. For this purpose, we consider that it is essential to meet quality standards for journals established by the most prestigious national and international journal indexes. Likewise, we would like to insist in the fact that we hope that this journal achieves international impact, as it cannot be otherwise, given the multilingual and multicultural nature of our discipline.
I.2. This journal, which aims at ensuring in-depth scientific analyses of the highest quality and at promoting lively debate among researchers, will consist of one-volume monographs of a maximum of 400 pages to published on a yearly basis. All issues shall be released in the spring.
I.3. The journal shall be called MonTI –an acronym which works successfully in several languages: Monografías de Traducción e Interpretación, Monografies de Traducció i Interpretació, Monographs in Translation and Interpreting, Monographies de Traduction et d’Interprétation, Monographien zur Translation, Monografie di Traduzione e Interpretazione.
I.4. In order to maximize both the prestige of the printed journal and the possibilities offered by current electronic means of dissemination of information, the printed version of each issue shall be followed, after a six-month delay, by a free online open-access one. In pursuit of greater diffusion, all indexes, abstracts and keywords in an issue will be made available online at the same time as the printed version is published.
I.5. Languages of publication. The following aims concerning this matter have been considered: the scientific promotion of the official languages of our region, the possibility of finding reliable referees to review the articles submitted, the endeavour to ensure the international impact of the journal and the achievement of the quality standards required for this kind of publication. In an attempt to combine them all, the following decisions have been taken:
Given the aforesaid reasons and due to obvious financial and space constraints, restrictions affecting availability in different languages will be placed upon the articles to appear in the printed version of the journal. These articles will, therefore, be published in only one of the primary languages offered in our degrees: Catalan, English, French, German, Italian or Spanish.
The table of contents and all abstracts, titles of articles and keywords in each printed version must be translated into English (therefore meeting the usual quality standards), besides appearing in the language in which the article was written (in an attempt to promote linguistic democracy).
The online version, which is not affected by the financial and space constraints typical of printed materials, will seek to ensure both the greatest linguistic democracy and as wide a dissemination as possible. For this purposes, online articles may be bilingual: they will be published in any additional language the author may choose along with a translation into English.
I.6. Guest Editors. It is our intention that prestigious scholars who are not related to any of our three universities edit or co-edit all the issues of the journal. In any case, co-edition by academics from our three universities and from universities other than our own will be encouraged.
I.7. Authorship. In compliance with internationally accepted quality standards, a minimum of 75% of the authors contributing to the journal shall not be related to any of our universities.
I.8. All efforts will be made to gradually index the journal in specialised international databases.
II. ORGANIZATION AND EDITORIAL POLICY
II.1. Editorial Board. The board shall consist of six members (two from each university), appointed for a term of four years. In order to promote scientific openness, this board will also include four additional members from universities other than our own, one of which at least must work in a foreign university. Each of the founding universities may renew the appointment of one of its two board members every two years, so that it can be ensured that at least three members of the Editorial Board have experience in managing a high-quality journal. Both the General Editor and the Managing Editor shall not be replaced until their terms of office have expired. All members of the Editorial Board must be accredited professors or researchers in Translation or Interpreting.
II.2. The Editorial Board shall consist of one General Editor, one Managing Editor and eight Advisors.
II.3. In order for a board member to be appointed General Editor, his/her university will need to contribute accordingly to the financial support of the journal. The Editorial Board will appoint the Managing Editor, who will be eligible to become General Editor after a two-year term, provided that the board ratifies this new appointment. In the event that the Managing Editor cannot satisfy the condition related to funding by his/her university, if he/she cannot accept the new position or if the Editorial Board does not ratify it, the board shall appoint another member who fulfils all the requirements. In any case, both the General Chief and the Managing Editor will be renewed after a two-year term, bearing in mind that it is the journal’s policy to appoint the Managing Editor as General Chief in order to ensure that he/she is experienced in managing the journal.
II.4. The General Editor represents the journal (and therefore is responsible for taking everyday decisions, dealing with the correspondence with authors and proofreaders and maintaining a relationship with university governing bodies). His/her duties also include calling the meetings of the Editorial Board (at least one per issue) and establishing the agenda for each of them. The Managing Editor is responsible for keeping the minutes of the Editorial Board meetings, issuing the certificates for the authors, managing the exchanges with other journals and dealing with the printing and publishing services. They can agree on a different distribution of responsibilities between them at any time and also delegate any duty in any other member of the Editorial Board.
II.5. Every major decision (and, especially, the appointment of both the Managing Editor and the General Editor, the appointment of the external members of the Editorial Board, the appointment of the members of the Board of Advisors and the Board of Referees, the topic to be dealt with in each monograph and its Guest Editor or Co-editors) will be discussed collectively by the Editorial Board and approved by the majority of its members.
II.6. The minimum number of members required for quorum when taking collective decisions shall be four. Vote by proxy will be allowed, provided that it is in written form and that the proxy is held by any other board member. For the purposes of determining a quorum, submission of such a vote will constitute a presence at the meeting.
II.7. In order to ensure the achievement of its scientific aims, the Editorial Board shall be completely autonomous concerning decision-making about publishing, appointments and regulation of its internal affairs. No university will have to ratify any decision regarding contents, guest editors, everyday affairs or appointments of the journal. However, their approval will be required when deciding upon important changes either in the nature of the journal or in these organization bylaws.
II.8. Article selection system: each article will be reviewed by two accredited researchers, following a double-blind refereeing system (the reviewer does not know the identity of the author, nor does the author know the name of the reviewer). If both reviewers disagree, the final decision will be taken by the editors of the issue.
II.9. A large flexible Board of Referees shall be appointed to review the articles submitted to the journal. The members of such board –referees with accredited research experience– will be appointed and renewed by the Editorial Board. If a referee submits an article or book review for publication in an issue, he/she will be excused from his/her reviewing duties for that issue.
II.10. In compliance with commonly accepted quality standards, the journal agrees to inform the authors of the reasons supporting rejection of each article.
II.11. The Editorial Board will also appoint a Board of Advisors, consisting of renowned professionals and researchers, which will contribute to establishing the editorial policy and will assess the journal. This board will be a small prestigious one whose members will not be related in any way to our universities.
